The EPEDC was created to encourage, stimulate, and promote economic development in this area of Montana. The county commissioners of each county government all agreed to the formation of the Eastern Plains EDC and passed resolutions in support of the formation of an Economic Development District.

Eastern Plains Resource Conservation and Development (RC&D) initiated the formation of the EPEDC and was financially assisted in this endeavor with CDBG funds through the Town of Wibaux, EDA funds through the U. S. Department of Commerce, and CRDC state funds through the Montana Department of Commerce.
